Lux is weak against

Kassadin mid
Riftwalk closes your range and silence stops the bind. You have no escape.
Akali mid
Shroud closes the distance safely and you cannot burst her before she reaches you.
Katarina mid
If the bind misses she is on top of you and you die to the reset chain.

Lux is strong against

Karthus mid
Bind interrupts Requiem from outside his Lay Waste range entirely.
Ryze mid
You outrange his short combo and bind punishes every approach.
Malzahar mid
Bind plus ult kills him at range before he can suppress anything.

Flat magic penetration is the strongest first-blood stat in Season 3 - base MR is only 30 at level 1, so 9 marks strip a fifth of it. Scaling AP glyphs beat flat ones from about level 9.
